Ontario's Commercial Motor Vehicle Program

Ontario's Commercial Motor Vehicle Program consists of Head Office (CEPO) and 300 uniformed Transportation Enforcement Officers (TEOs) who provide on-road enforcement working out of 5 regions, which consist of 17 detachments, 9 sub-offices, and 42 vehicle/weigh stations.

Head Office

The Carrier Enforcement Program Office (CEPO) provides direction, advice and support for the ministry's field enforcement organization through the development and interpretation of operational polices, procedures and vehicle standards related to truck, bus and automobile safety. CEPO provides administrative functions, coordinates officer training programs, provides technical support for the enforcement program and enhancements to the ministry's enforcement facilities. CEPO represents the program in provincial, inter-provincial, national and international conferences and task forces regarding commercial vehicle safety. We are members of the Commercial Vehicle Safety Alliance ( CVSA ) and the Canadian Council Motor Transport Administrators ( CCMTA ). 

Transportation Enforcement Officers

Ontario's 300 Transportation Enforcement Officers (TEO 2/3) are a specialized team of uniformed enforcement officers who are responsible for enforcing Ontario's Highway Traffic Act and the protection of the road infrastructure, and ensuring that goods move safely across Ontario's highways. The TEOs provide on-road enforcement some on a 24/7 schedule at our 42 vehicle/weigh stations. TEOs also operate five Mobile Vehicle Inspections Stations across the province. TEOs have the authority to enforce federal and provincial Acts relating to road transportation and the licensing, registration of commercial vehicles. Officers have the authority to stop and complete vehicle weight and safety inspections and conduct regular patrols.

TEOs also audit/investigate commercial transportation companies within the road transportation industry for any violations of our Provincial Regulations as well as some Federal Regulations, these are known as compliance audits. In addition, TEOs investigate complaints  from the public regarding improper vehicle safety's through our Motor Vehicle Inspection Program and TEOs also provide educational presentations to carriers and drivers.

Ontario has more than 16,500 kilometres (10,253 miles) of provincial highways. Highway 401 stretches 820 kilometres (510 miles) from Windsor to the Quebec border. Highway 401 is North America's busiest highway, in Toronto it carries 400,000 vehicles daily. Ontario's roads were North America's safest in 2003 (ORSAR). Ontario has had a 4.8% reduction in the number of fatalities on Ontario's roads, from 873 in 2002 to 831 in 2003. The number of licensed drivers increased from 8,413504 in 2002 to 8,541,555 in 2003. The number of registered motor vehicles increased, from 7,415,497 in 2002 to 7,603,372 in 2003, up 2.5 per cent. Highway closures can cost up to $600,000 per hour.
